I wanted to clarify: being an "expert" is important, and faking it is a no go. Don't do it. But in my mind, anybody who is honest with me about their skills and knowledge who is able to say, "I've been thinking about this a LONG time and wanted to let you know how this might affect you and your business..." will at least get the foot in the door with me. No, reading 20 books doesn't make you a PhD....but it does give you some great ideas and a huge head start over your audiences. This is a pretty complex question... so forgive the short reply. If you have passion, become an expert. If you read 25 books about it, you'll have read 25 more books than your audience. Then interview top achievers in your field when it comes to change management. If you interview 50 of your state's top people, or your industry's people, you will be able to share your new knowledge and make a difference to your audience. You don't have to lie and tell them you have a PhD or something. Just tell them that you read a ton about it, think about it, and have interviewed those who are good at it.
